Is Base64 a form of encryption?

No. It is a reversible encoding with no key and no secrecy. Anyone can decode it instantly, so never use it to protect passwords or sensitive data.

Why does Base64 output end in equals signs?

Base64 processes input in three-byte groups. When the final group is short, one or two "=" characters pad it out so the length stays a multiple of four.

Why is encoded data larger than the original?

Base64 represents every three bytes as four characters, so output is roughly 33% larger than the input.
